Addressing Fairness in Test Development
Fairness in test development is a multi-faceted construct that refers to different aspects: Is the test content fair? Are the test scores fair? Is the test designed and administered in a fair way? Is the test used and interpreted fairly? This presentation reviews key aspects of addressing fairness in test development using a performance-based measure as an illustrative example. Attendees will get a first-hand look at how test developers considered fairness when creating items, and key considerations including accessibility, universal design, and cultural reviews. The presentation will also review different approaches taken to ensure that test standardization processes and scores are meeting standards of psychometric fairness. Attendees will learn to effectively evaluate whether a test meets commonly accepted guidelines and standards to claim that it is as fair as possible, for as many groups as possible, in all aspects of development and use.
